IPSERV are proud to be providing car park enforcement to Orbit in the east of England

Will I need a permit to park?

Yes, every customer, visitor or contractor who wants to park a vehicle will require a permit.

How do I apply for a permit?

To apply for a permit go to https://ipserv-app.zatpermit.com/applicant. You will need your vehicle registration and your evidence of being a customer available to make your permit application. If for any reason you require help to make your application please contact us on 01473 432 222 option 2 or email us at permits@ipserv.co.uk

How many permits will I be allowed?

Where possible, one parking space will be allocated per household.  However, if there is a greater demand than available spaces, they will be allocated on priority need using the following criteria:


  • Blue badge holders.
  • Carers/support workers (Carers in receipt of carers allowance).
  • Key workers, whose employment requires them to have access to a car.
  • Families with more than one child, where the children are under the age of 10.
  • People who are required to work unsociable hours.
  • Date of application.

Will I need to pay for a permit?

There is no cost for an initial residents parking permit. Replacement or amended permits may have a cost associated. Please contact us to find out more.

Will I have to display a physical permit?

No, all permits will be virtual permits.

What is a virtual parking permit?

A virtual permit is the same as physical permit, however does not require you to display it in your vehicle.

What will I need to provide as part of my application for a permit?

You will need to provide a utility bill or bank statement from the last 3 months or a copy of your tenancy agreement. Orbit will then complete additional checks to support your application. If you are a Blue Badge Holder, please submit a copy of your Blue Badge as part of the application process.

What happens if I don’t apply for a permit?

If you do not apply for a permit and park in the car park, you may receive a Parking Charge Notice.

Will my visitors need a permit?

If visitor parking is permitted at your site then yes, all visitors will require a virtual permit.

Where will my visitors be able to park?

This will depend on the parking scheme and will be clearly shown on the signage in and around the car park, and in the information provided to you when you apply for your permit.

Why is there not any visitor parking at my scheme?

Orbit decide if visitor parking bays will be allocated at each scheme and if so, how many there will be.  At some schemes visitor parking will not be possible as there simply are not enough bays for customers and visitors to park.

I have a customer permit, but there are no available bays – what do I do?

Whilst we sympathise with this and understand how frustrating this can be, you will have to find alternative unrestricted parking. If all parking bays are taken this does not allow you to park in areas where bays are not marked like landscaped or hatched areas, along the roadside or in someone else’s allocated bay.

Will my permit expire and if so, when?

No, your permit will not expire as long as you remain a customer at the scheme. Please do let us know if you leave by emailing us at permit@ipserv.co.uk

What do I do if I change my vehicle?

You will need to login to your permit account and can change the vehicle registration on your permit.

I am using a different vehicle on a temporary basis – what do I need to do?

If you are using a different vehicle on a temporary basis you will need to update your vehicle registration in the permit portal for the duration you are using the temporary vehicle. Please remember to change it back to your normal vehicle registration once you return to using your normal vehicle.

I have a carer, how can they park?

We offer a number of different solutions for resident carers. Please contact us by email with the carer parking needs and we shall implement the most appropriate solution.

Where do tradespeople and contractors park?

Tradespeople and contractors can contact us directly on the day of parking (or the day before if they are attending outside of office hours) to gain temporary authorisation to park. Please call 01473 432222 option 2 between 9am – 5pm.

I have a blue badge but there are no blue badge parking bays

Orbit decide if each scheme will have any blue badge bays and if so, how many there will be.  At some schemes blue badge parking will not be possible.

I have an allocated bay but another vehicle is parked it – what do I do?

Whilst we sympathise with this and understand how frustrating this can be, you will have to find alternative unrestricted parking. If someone else parks poorly this does not permit you to park poorly as if this was the case the scheme would be unworkable. If you have any concerns about unauthorised vehicles parking in your bay or parking poorly you can contact us and we will look to address your concerns.

There is an abandoned vehicle in the car park – what do I do?

If you believe there is an abandoned vehicle, please contact us on 01473 432 222 option 2. Alternatively, you can email us at parking@ipserv.co.uk.

Can my permit be withdrawn?

Orbit reserves the right to withdraw a Car Parking Permit. If Orbit withdraws a Car Parking Permit, where possible, they will give 14 days’ notice in writing by sending a Car Parking Permit Withdrawn Letter setting out the reasons for the withdrawal. The Property Manager can waive the notice period, if the circumstances are serious. For example, if we believe the vehicle to be hazardous.

How do I apply for an Orbit staff permit?

Please contact your property manager who will authorise a virtual permit for your vehicle.

I am an approved Orbit contractor, will I require a permit?

If you are attending an Orbit site to carry out works, you will need to call us on 01473 432222 (option 2), to provide your vehicle registration number and the site you will be visiting. Our Customer Service Team will then issue a virtual permit.
